High effort for PDF/UA standard:
Fully implementing the PDF/UA standard is only realistic with specialized software such as Adobe Acrobat Pro. This would require extensive and costly training for numerous employees, as well as high licensing fees, representing a disproportionate burden.
Technical limitations of standard software:
It is currently not possible to fully comply with the PDF/UA standard using common office software like Microsoft Office. Although we strive to implement many accessible elements (such as alternative text for images, semantic headings, and structured tables), technical requirements that are flagged as errors by common testing tools (e.g., PDF Accessibility Checker) remain unfulfilled. However, these limitations do not necessarily lead to significant usability restrictions for users.
We aim to continuously improve the accessibility of PDF documents within the scope of technical and economic feasibility and already use available features for creating accessible content. Documents that do not add essential or new content to the website may be removed.
